This is one of Mattel's small handheld LCD games (similar to the Nintendo Game & Watch games). This is based on Cinematronics Armor Attack arcade game. As you can see from the bottom picture, the game was actually manufactured by Toshiba, and was called Tank. I'm not sure if it was ever released like this or not (the Mattel version is the only one I've seen).
